A complex controversy between Alcoa Wagerup and Yarloop, a nearby community, provides the context for this paper. This is a constructive attempt to present some community perceptions on the causes and impacts of the controversy. The material presented here is drawn from a series of focus groups between Alcoa personnel and Yarloop residents. The focus groups are part of a concerted effort to understand and address the issues 'by the people, for the people'. The paper shows how refinery emissions are perceived to have caused health concerns and adverse social impacts. Additionally, Alcoa's intention to establish a buffer, which includes a large portion of Yarloop, has added to the social impacts. Some locals believe the social fabric of Yarloop has been destroyed and that the old Yarloop has been lost. The focus groups, and ECU's other work in Yarloop, are part of Alcoa's effort to respond to the issues to minimise the adverse effects of their actions and to build on community strengths. The response requires a genuine, open and honest partnership with the Yarloop community. This is a record of some tentative steps in forming the partnership as viewed by an interested third party.
