Post Corruption Cleanups: Government Reform or Putting in a New Political Fix

Abstract
This working paper assesses the form and impact of changes made to public administration in the wake of changes in government following periods of maladministration and corruption. Consideration is given as to whether the changes instigated by new regimes during phases of corruption 'clean ups', so conveniently labelled 'reform', really make for long term transformations of government. Alternatively, are these changes as much about putting in a new political 'fix' so that the new regime exercises control over government. Definitions of corruption and political 'fixes' are suggested and the Queensland Goss Labor Government is used as a case study to test these views.
