Abstract
A report commissioned by Anderson Lloyd Caudwell on behalf of Southland Water Limited, 12 February 2002. This report was commissioned by Anderson Lloyd Caudwell on behalf of Southland Water Limited. It aims to outline the potential net national benefit of Southland Water Limited's proposal to extract and export freshwater from Doubtful Sound. In particular, it addresses the conclusion reached by His Honour Judge Skelton and Commissioners R. Grigg and I.G.C. Kerr in Decision No: C 126/97 (Aquamarine Limited v Southland Regional Council, p.15): "… we do not have sufficient evidence to make a finding that this proposed export of freshwater is of national significance in the sense that the nation is likely to benefit from it." This report seeks to remedy this lack of evidence.
