This policy brief reviews the Queensland State Planning Policy 2017 (SPP) in the context of the State’s decarbonisation goals and aspirations. The SPP is Queensland’s primary state planning instrument. It sets out a framework for development across five themes, covering 17 state interests, each supported by sub-policies. There are significant opportunities for state planning to drive cross-sector decarbonisation and guide future-focused investment in people and infrastructure. This review therefore examines whether the SPP’s current structure effectively supports Queensland’s legislated decarbonisation goals, climate change mitigation and adaptation, and its alignment with the ecological sustainability mandate of the Planning Act 2016 (Qld).
