Abstract
The following monograph encapsulates an opportunity, an opportunity to approach a widespread problem - alienation of consumers from services and "coal face" providers within the services meant to meet community needs - to make a dedicated and honest effort toward change. From our efforts a community consultation model has been created which is unique both in terms of the context in which it has emerged and in the way it can be utilised in the broader community. The model may provide a mechanism for community building as envisaged by Kelly and Sewell (1991) and others.
