Strategic Planning to Implement Electronic Health Services in Iran as a Developing Country; Preliminary Study

Abstract
Propose: In order to implement electronic health services in Iran with its own limits as a developing country, we performed preliminary study on the current status of Iran's health system as a part of a strategic planning. Methods and Results: Mashhad health system (second populated city in Iran) was our case study. We defined four kinds of health units in the city including clinical units, laboratories, hospitals and management units of the system. List of problems were prepared through observing the system and face to face interviews with people in charge in those units. Problems were categorized by PIECES framework. Then a survey on clients and health workers' opinions about found problem was performed to identify the importance and intensity of each problem in the each unit. The end results directed us to propose relevant electronic health services to satisfy system requirements. Conclusions: proposed requirement-based electronic health services, produced by preliminary study, open the way for second phase of our strategic planning for implementing electronic health services called blueprint design.
