Abstract
This commentary paper proposes that historically the lack of significant system wide reform of the sector may be in part related to the quality of evidence that has informed reviews of maternity services. It calls for the implementation of systematic monitoring of a comprehensive set of quality indicators and makes suggestions about how this goal might be achieved. © 2009 Australian College of Midwives.
