Abstract
A cost benefit analysis was undertaken as part of an economic appraisal of different logging intensities of controlled selective logging carried out in a pilot area, as part of a project evaluating sustainable management of tropical rain forests in Fiji. Results are compared with costs and benefits of conventional (non-sustainable) exploitation. It is shown that at least two of the proposed logging intensities neither cause increased exploitation costs, nor reduced benefits for the groups involved (traditional landowners and logging companies), should these decide to give up conventional logging practises. Only the (State) Forestry Department would face increased costs, in order to finance the extra management activities needed. The amount of these extra costs would more or less correspond with the income from fees and taxes payable to the State for indigenous timber harvesting. The non-monetary advantages which would result from a shift towards sustainable rain forest management by controlled selective logging, and the long-term monetary advantages for the political economy, are not taken into consideration in this study.
