Abstract
This study explores the problems surrounding the establishment of International Standard Schools (ISS) in Indonesia, as a result of the implementation of The Law No. 20 of 2003. The complexities behind the endorsement of ISS within the framework of education reform have attracted some researchers; however, these studies have focused mostly on the analysis of policy at the higher levels. Little was known about the impact of ISS policy on teachers' practice, particularly related to the implementation of bilingual instruction. Thus, the study of the context of practice within an analysis of policy in bilingual instruction in Indonesia remains under-explored. The present research study is an attempt to respond to this problem.
