Moreton Bay Marine Park Zoning Plan 2009 was examined and compared with the 1997 version to identify changes in focus. Using a SWOT (strengths, weaknesses, opportunities and threats) analysis the 2009 Plan was then reviewed to identify potential learning outcomes and opportunities in the objective, organisation, content, side effects and context of the plan. This was undertaken using NVivo 10, qualitative analysis software. Results reveal that the potential benefits available from the 2009 plan are wide ranging from greater level of public awareness about sustainable resource exploitation to better ecosystem protection. A weakness was poor stakeholder engagement. Most importantly, key threats were derived from lack of addressing some crucial issues such as management plan to guide implementation and to address climate change impacts. Given the long term implications for the Bay, government should consider reviewing the plan, as an adaptive document, before the 2018 review deadline. In the meantime, it would be advantageous to take the opportunity to incorporate stakeholders' experiential knowledge through engagement in all tiers of planning, management and implementation.
