Abstract

This paper reports on evaluative research into the effectiveness of AusAID Scholarship programs on the professional capacities of teachers from Indonesian Papua. The research aims to progress evaluation from customary 'monitoring and evaluation' reports to exploring the impact of an intensive 10 week program developing curriculum, pedagogy and assessment knowledge and skills. Within a retrospective, longitudinal design, 60 participants who had returned to Papua for 18 months or more completed custom designed questionnaire. The results from the quantitative data reveal significant results in five main areas. These were: increased student questioning in class; student-led activities; colleagues seeking advice; use of a broader range of assessment methods; and teachers engaging in more professional reflection. Qualitative data from open-ended questions in the instrument provide greater detail and meaning to these results. Implications for future and similar programs are discussed.
