Abstract
The Queensland Health Outcomes Framework was designed to address a pressing question: " Are we measuring what truly matters? " Despite delivering more healthcare services post-COVID, population health outcomes have remained stagnant highlighting the need for a more meaningful, patient-centred approach to performance measurement. This innovative framework shifts healthcare reporting away from volume-based and focuses attention on what matters most to people by redefining and humanising healthcare measures. It offers decision-makers actionable insights across daily, monthly, and long-term timeframes, viewed through lenses like chronic conditions, First Nations health, disability, ageing and adolescents' well-being, ensuring system-wide impact. Built on the voices and stories of patients and clinicians, the framework's indicators measure and reflect what is truly meaningful to those who use and work within the Queensland Health system. By actively engaging all people in the healthcare process, the framework empowers individuals and communities to drive change. A major challenge was the development of a funding environment that can sustain this innovative approach long term. Together, stakeholders established a foundation for improved access, equitable care, and better outcomes that will benefit Queenslanders and the healthcare system as a whole for many years to come.
