Abstract
International research on policy and practice in adult numeracy endorses the critical importance of numeracy for active citizenship, individual life chances, and the social and economic health of nations. Adults who struggle with numeracy earn less income, have more trouble finding employment, and experience poorer physical and mental health than people with higher numeracy skills (Carpentieri et al., 2010; Grotlüschen et al., 2019; Parsons & Bynner, 2005). Numeracy competence is also required for active participation in society, for example, in accessing and interpreting health information and financial advice and engaging with social and political issues that rely on quantitative or statistical data (Angermeier & Ansen, 2020; Heilmann, 2020). Provision of adult numeracy support is therefore a priority for addressing economic and social disadvantage and for promoting active citizenship.
