Food and Garden Organics Waste Collection and Planning in Australia: A Systematic Literature Review

Abstract
The increasing volumes in residential organic waste and the diminishing availability in landfills has become an important policy issue in addressing land use pressures in Australia. Food waste collections have been included in several local authorities’ municipal waste management such as Food Organics Garden Organics (FOGO). However, multi-unit dwellings (MUD) continue to pose a logistical challenge for local and state government authorities in providing collection services and FOGO is not necessarily a suitable collection service for MUDs. This paper presents the findings of a systematic literature review that investigated the extent of knowledge about FOGO in Australia. The review focused on literature documenting challenges and opportunities experienced multi-unit dwelling (MUD) households, regarding collection services and planning contexts. The research team worked in collaboration with a consulting industry partner to evaluate the literature review findings with regard to six collection methods. These included food organics (FO), optical sorting, on-site system, swipe card bin system, single wheelie bin and in-sink waste disposal. The research findings are of immediate use for local and state government authorities, providing evidence to support decision making in relation to food waste collection systems and optical sorting of food waste. We provide several recommendations regarding the separation of food organics towards simplifying the process of food waste treatment and working towards higher rates of waste diversion from landfill. The findings also have immediate relevance for industry practitioners to work with government towards the sustainable treatment of FO waste, and reducing landfill related construction, maintenance, and management expenses.
