Abstract
The Tropical Forests and People Research Centre (TFPRC) at the University of the Sunshine Coast (USC) has been engaged by Wik Projects to review the work so far undertaken for the Wik, Wik Way and Kugu IPA Consultation Project, and advise and assist in completing the consultation and planning stages for a successful IPA dedication. Stage 1 of the IPA project work being undertaken by TFAP involves three concurrent elements - 1. a literature review and report preparation (including an annotated bibliography); 2. on-ground consultation with Traditional Owners and other stakeholders; and 3. GIS work involving mapping updates to support the on-ground consultation, a bibliography of spatial imagery-related documents and files, and development of an interactive website to serve as a mapping tool for the IPA project. This report is the literature review element of the Stage 1 project work. This work has primarily involved a desk-top review of existing IPA Project documentation and other complementary environmental, cultural heritage and community socioeconomic development documents that support the management of Wik, Wik Way and Kugu country. Additional data has been provided from the concurrent field-based investigative work (involving meetings and discussions with project stakeholders and other key informants) being undertaken by the IPA consultation team. The report aims to inform the development of a Management Plan that will underpin the successful dedication and on-ground implementation of the Wik, Wik Way and Kugu IPA. Specific objectives of the report are to: 1. provide a brief background of the Wik, Wik Way and Kugu people, their homelands and their intent to implement an IPA; 2. review and document the completed IPA Consultation Project work and outcomes; 3. review and document other available regionally and topically-relevant projects, studies, reports, plans and strategies that will be complementary to the IPA Project; 4. determine the key land management issues or themes for inclusion in the IPA Management Plan; and 5. identify further community consultation and on-ground research required to inform the IPA Management Plan and achieve successful IPA dedication and on-ground implementation. This report will support and inform Stage 2 of the Wik, Wik Way and Kugu IPA Project - Preparation of the IPA Management Plan.
